In the first half of this year, the city's leading companies and small and medium-sized enterprises had achieved cumulative online and offline production worth 31 billion yuan ($4.43 billion).

Tax breaks have helped the recovery. To date, 42 individual industrial and commercial households have enjoyed rent reductions and exemptions from real estate tax and urban land use tax, worth 17.65 million yuan.

Officials said that since the start of the year, the city signed project contracts worth 214 million yuan, a year-on-year increase of 160.5 percent.

Key projects in Quanzhou also have accelerated their construction. From January to June, 482 key projects under construction in the city had spent 83.2 billion yuan, representing 58.5 percent of the projected annual capital expenditure budget.

In the first five months, the city's total retail sales hit 188.09 billion yuan. In May alone, it came in at 42.78 billion yuan, up 2.6 percent year-on-year, the first positive increase in the monthly index in the wake of the novel coronavirus epidemic.

In addition, Quanzhou focused on enhancing government efficiency.

Before the end of the year, all government service windows will have access to the city’s electronic license library and more than 97 percent approval services will be able to be handled online.
