Quanzhou launches measures for safe medical treatment

Quanzhou Health Committee launched a series of 10 measures on March 2 to effectively maintain reasonable medical order and meet basic medical needs during the novel conoravirus pneumonia epidemic.

Under the measures, a dedicated channel for examinations of patients with fever will be established to ensure medical services are available 24 hours a day. Officials said that as a result, medical institutions shall not evade, refuse, miss, or allow patients with fever to leave or seek medical treatment on their own.

The measures will ensure routine blood tests will be performed for all fever patients, chest imaging studies should be performed for patients with respiratory symptoms -- and throat swab samples should be collected for nucleic acid tests for fever patients with a history of epidemiology and exposure within 14 days.

Anyone who has symptoms during the medical observation period should be promptly and safely transferred to the county-level designated hospitals for treatment.

Medical institutions should insist on 24-hour access control management. Visits are strictly prohibited. It is strictly forbidden to conduct outpatient services in the ward.

Officials said it is necessary to strictly implement the health management and epidemiological registration of hospital staff members, inpatients and accompanying staff.

Under the initiative, special waiting areas and sufficient staff members will be equipped at the medical institutions to focus on strengthening the controls of pre-inspections and triage registration and transfer offices, clinics and medical technology departments.

In addition, the health committee advised that medical institutions should optimize the medical services for consultations, for making appointments, intelligent services and medical guidance.
