Luojiang district, an important part of Quanzhou's central urban area, covers 382 square kilometers and has jurisdiction over six townships (subdistricts) and 86 villages (communities), and in 2018 had a permanent population of 218,000.

Luojiang district has a unique location and a beautiful environment. Its forest coverage rate is 64.45 percent, and it was in the first batch of municipal districts awarded the honor of national ecological zone.

In 2018, the regional GDP reached 20.06 billion yuan ($2.86 billion), and the general public budget revenue totaled 2.1 billion yuan, with average annual growth rates of 13.9 percent and 22.2 percent.

The provincial-level Luojiang Economic Development Zone has formed two industrial clusters worth 10 billion yuan each of intelligent equipment and textiles, shoes and clothing. The development zone has accelerated the construction of provincial-level intelligent manufacturing pilot and demonstration bases, successfully built three emerging industrial chains of high-end sensors, zirconia and graphene, cultivated leading enterprises in the industry such as Fatri, J-Tech CNC and Tietio Machinery, and maintained an average annual growth rate of over 20 percent in the intelligent equipment industry.

In addition, Luojiang has actively cultivated the "4+1" characteristic industrial system of eco-tourism, modern logistics, automobile services, e-commerce plus construction industries, formed an automobile service industry belt on both sides of Wanhong Road, built the Shuangyang logistics park covering 35.73 hectares, built an e-commerce gathering area, and promoted a gathering area for the construction industry.

At present, Luojiang has built and developed an area of 20.77 sq km, with an urbanization rate of 57.6 percent. Several provincial-level famous tourist towns and villages with featured landscapes and municipal-level model villages have been built.
